To maintain compliance with the Americans with Disabilities Act (ADA), New York State Public Health Law §1352-e, and FDA Food Code standards, Syracuse University permits only trained service animals in indoor dining and food preparation areas.
- A service animal is most commonly a dog trained to perform specific tasks for an individual with a disability.
- Emotional support, comfort, therapy, or companion animals are not considered service animals and are not permitted in food service areas.
- Service animals must remain under the control of their handler (harness, leash, or voice command).
- Service animals that are out of control, not housebroken, or pose a health or safety risk may be required to leave, though the individual will still be served.
- Pets and companion animals may be allowed in outdoor dining areas only if designated by the University and in compliance with NYS Health Department guidance.

- Is this a service animal required because of a disability?
- What work or task has it been trained to perform?
